It's the Puente Laguna Garzón bridge in Uruguay. Not sure why it's build like that. Probably the vision of an architect.

Oh yes, the day USA got some payback. I remeber that day.
Don't get me wrong, it's sad about all those innocent people getting killed. But compared to all those innocent whom been killed by US warfare, that was nothing. All I can say is that karma is a bitch..

#65... my guess is a fishing hole of some sort, the striped pedestrian areas indicate a potential amount of foot traffic and there looks to be a ledge running around the inside.
