There seems to be one important chair in this stadium which is gurarded by a guy in a fancy uniform. A soldier, maybe? Then there is another guy holding an umbrella for the guard. Very thoughtful to put another guy there to protect the first guy. The second guy has a raincoat. Why not put the first guy in a raincoat? Would it be less respectfull to the empty chair if the guard was protected against rain? I think even the guards at war memorials or the Queen's guards wear appropriate clothes.
I would definitely appreciate some context.
As far as I know ( as an outsider) its a seat dedicated to the POW's of war.
The honor guard is not supposed to be in a comfortable possition, but the helping hand or umbrella is probarbly much appriciated :)
